The Ministry of Statistics and Programme Implementation (MoSPI) in India has announced the launch of the nation’s first-ever comprehensive household income survey, a monumental undertaking aimed at capturing the true economic pulse of the country. Secretary Saurabh Garg confirmed this week that the government will deploy thousands of field investigators across diverse urban and rural landscapes to collect granular data on earnings, consumption, and asset ownership. This ambitious project seeks to fill a long-standing gap in national economic statistics, moving beyond traditional consumption-based expenditure surveys to provide a more accurate picture of household prosperity.

The Context of Economic Measurement

Historically, India has relied heavily on the Consumer Expenditure Survey (CES) to gauge poverty and economic health. While useful, these metrics often fail to account for the complexities of income volatility, informal labor, and the accumulation of wealth in non-cash forms.

Economists have long argued that consumption does not always correlate perfectly with income, especially in an economy characterized by a large informal sector.
