Expanding India’s Silicon Ambitions
The Indian Ministry of Finance’s Expenditure Finance Committee (EFC) has officially cleared a ₹1.25 lakh crore outlay for the second phase of the India Semiconductor Mission (ISM), marking a decisive step toward cementing the nation’s position in the global electronics supply chain. This substantial financial commitment, intended to catalyze the next wave of chip manufacturing and design, now awaits final approval from the Union Cabinet before official disbursement begins.
The Evolution of ISM
The first iteration of the India Semiconductor Mission was launched in 2021 with an initial incentive package of ₹76,000 crore. Its primary objective was to attract global semiconductor giants to set up fabrication units (fabs) and assembly, testing, marking, and packaging (ATMP) facilities within Indian borders.
While the first phase succeeded in drawing significant investments from major players like Micron and Tata Electronics, the government recognized that sustained growth required a more aggressive financial framework. The expanded outlay aims to address the capital-intensive nature of the semiconductor industry, where building a single fabrication facility can cost billions of dollars.
Strategic Focus Areas
Industry analysts suggest that the second phase will likely shift focus toward deepening the local ecosystem. While the first phase prioritized attracting large-scale fabs, the new funding is expected to support the development of a robust supply chain, including specialized chemicals, gases, and advanced packaging technologies.
The government is also placing a strong emphasis on research and development. By fostering academic-industry partnerships, the mission seeks to bridge the talent gap in VLSI (Very Large Scale Integration) design and chip architecture. This dual approach aims to make India not just a manufacturing hub, but a center for intellectual property creation.
